DO NOT LAUNCH GAME YET.
Get these two files made for Bulletstorm (the game doesn't matter; these are the exact files you need) in one archive: xlive.dll, xlive.ini. Copy them into Red River's directory.
NOW you can play. This rigamarole allows you to bypass the "required" GFWL bullcrap. (the sources are in another Steam article in this forum)
Or, if you're stubborn: You can create an offline profile in GFWL. SUPPOSEDLY, the option is available in the "create new profile" process. (used to be necessary for GTA IV Complete Windows 7 retail version until Steam fixed it for Windows 10)
