We could solve the problem with Dirt 3, give me a moment and tell you how to solve it!
After following a few steps in a forum, I managed to run the game normally, I currently working without a problem.
Follow these steps. if your OS. is Win7, Search in this direction where this folder was installed DIR3!, is in Win7, because I have that OS.
If all went well, you should reboot the PC, and good not you, but it works for me the game without any problem since!

Seems everyone that has this problem and got it resolved had to
1. Uninstall & re-install Microsoft Games For Windows Live,
2. log into Microsoft Games For Windows Live,
3. then run the game using steam.
c:\Program Files (x86)\Steam\SteamApps\common\DiRT 3\redist\
Then the GFWL (Windows Live Installer) asked me if I wanted to run the Games for Windows Marketplace. I did, logged in, and then Dirt 3 successfully started. But then, I also noticed that I didn't need the Marketplace to run anymore... Dunno if it has to do with the fact that Windows Live wanted to update itself.
I known this video for crashing but thats worked for me
