Error Code -407 Serial Code doesn't work???

Are you launching the game from the desktop directly? How are you starting the game?

I am launching from Steam. I copy the code into clipboard as it suggests but it never asks for a code.

Please check if any of your Internet security programs isn't interfering with the game.

Also verify the integrity of the game cache:

The game cache verification indicated two files were missing and would be reacquired. But nothing happened. So I deleted the game and am re-installing it.

In what foider is the game installed? Is it in Program Files (x86)\Steam\....?
