Сервера стима очень плохо работают еще с пятницы, страдаем не только мы :(
Попробуйте перезапустить стим и клиент.

Sorry, Valve is encountering some technical problems with their servers. Try to restart your Steam client

При попытке запуска вылетает "Нет подключения к Steam WebAPI"
А я уж думал денюжку занести :(

Читай тему с отчетами об ошибках выше. Уже отвечали на этот вопрос. Проблема не у игры, а глобально у Стима.
