Basically I started small with 1 or 2 fighters and didn't do any hiring or stable improvements until I'd earned some money. You must hire a scout to get your first fighter but you don't really need anything else early game. I actually hired 3 scouts until i found my fighters and then I fired all but one.
As far as what you should level up on your fighter. That's completely up to you. I generally put points into intellegence and dexterity, especially early game, but that's me. I also give the armor and more points per level perk but you can style a fighter a number of ways. Just think about the type of fighter you want and remember that having different styles will only help later. If you can keep them alive that is.
Now when it comes to character leveling? I'd start with "reduce stamia" for my first perk. With that perk you can take fighter recovery time from 8-10 days normally to 3-5 usually. I've even had fighters ready to fight in 2 days with that perk. Especially if their previous fight was quick. More fights mean more money. With that perk, 3 fighters and some sponser money you can survive easily. The other character perks are good and when you apply them is up to you but I'd certainly recommend that reduced stamia perk early.
Anyway, read that pinned thread I mentioned and if you can gain anything from my tips you should do fine.

Maxing your base to make your gladiators happy does absolutely NOTHING, they STILL lose morale every ♥♥♥♥♥♥♥ day. And maxing your security still lets them run away, completely pointless option. So either option seems broken and do absolutely nothing helpful except steal your money for features that don't even ♥♥♥♥♥♥♥ work.
It would be cool to actually have gladiators that DONT ♥♥♥♥♥♥♥ RUN AWAY with a maxed out school.
I feel the morale system needs a rework. Or a fixing.
Because no offense it breaks the game and makes it unfun for me to have no way to make my gladiators happy other than paying them 10k denarii a day.
Absolutely ♥♥♥♥♥♥♥ stupid design.
