Help. I can't start the game

Hey guys, its probably something dumb but I downloaded PWI through the arc client and the game wouldn't start, simply it would minimise arc and the game wouldn't open up. I've now downloaded PWI via steam and now the patcher comes up and requests to patch up to date in which I confirm the patch and it once again closes and doesn't start the game let alone the patch. What is going wrong that is preventing me from playing the game.

Make sure the router permits it through. Also check to make sure AntiVirus is not false flagging game. Some AVs will false flag the game. As well make sure its not being blocked by firewall.

When I go to register, I can login. But the billing page says "Steam parameters missing"
