I made mine on someone else's forge. It was out in the open so it was accessible. They also had some other things out in the open.

You should be able to use a campfire also. It requires 2 points in Subsistence. If you haven't upgraded already when you open up your Inventory there is an icon beside the names of each skill (Subsistence, Survival, Melee, etc). Press it once to put a point and the recipe should become available.
