yes
However, this method did not work for me and my friend trying to play over the Internet, so take it with a grain of salt,
The SWR Community fix package, https://swrebellion.link/fix contains informational text files, including one containing the ports you need to forward; don't forward unnecessary ports, as this can actually cause issues i.e. don't forward a UDP port on both UDP and TCP "just in case" - likewise UPnP is both unnecessary and likely to cause issues
on the firewall side be sure to allow edge traversal or similar setting and to allow both rebexe and the directplay server ( rebellion uses directplay similar to how many steam games use steam for networking and multiplayer ) or you'll be in a state where technically playing a game is possible but you've no way to connect ( because you can't reach the directplay session, view the available lobby, etc. )
