Also It didn't sell when it originaly came out.
They should really remake Rebellion with modern graphics and maybe add ground battles too, but the gameplay should be as close to the original game as possible.
Empire at War came close in the sense that it's in a genre that's a cousin to Rebellion's genre. For people who're 4x-savvy, though, the two are about as close as Mario Kart and Mario Party. And I'm not sure any amount of mods could transmute EaW into an experience vaguely resembling Rebellion. They're really, really different.
I suspect a remake would only be a disappointment.

Then kickstart it and be prepared to crush the Star Citizen hype !
