How do you use Infiltrators?

I build some Infiltrators and then tried to assign them to a mission on a planet but I receive a message that that mission cannot be performed. Do I need to blockade a planet in order to sabotage the planet by Infiltrators?

You need to select a specific building or unit for them to sabotage, not just the planet in general - maybe thats the issue?

But shouldn't a list which contains the name of buildings appear after I select a planet for a mission?

No, unfortunately you need to open the view of units/buildings on that planet first (best in a second window), then tell your unit(s) to do the mission on that specific target
