Fullscreen, but small window

So, I just reinstalled the game after about a year, and I'm facing the following situation:

The game opens in fullscreen, but with a huge black border that leaves only a small window in the center. The mouse is locked to this window, and I can't change resolution.

I have tried the following launch options, and all of them had no effect:
-w
-sw
-windowed
-fullscreen
-safe

Any tips on how I can solve this problem?

Did you set any compatibility options in the properties.?

Yes, I tried the following settings:

-Windows 98
-Windows XP SP2 and SP3

All of them while running as administrator. None of them had any effect.

I got it fixed, finally, by going to my graphics card options and setting the standard display options to "stretch to fullscreen".
