Captured every Planet and destroyed Rebel HQ, but can't find Luke?

I have started a playthrough for the first time in years as the Empire and have successfully found every Rebel planet, captured Mon Mothma and destroyed the rebel HQ, but I can't find Luke for the life of me. Where could he possibly be if there's nothing left for the rebels?

perhaps he's in transit?

Perhaps he is on Dagobah. You'll get him the moment he leaves. It'll even say that Luke got captured on Dagobah. That happens when he has nowhere else to go.

Also had a game like that. Turned out the rebel scum had one ship left and their last characters on it just flying sector to sector. Never built so many interdictors in my life...
