Report a translation problem
I found a "fix" for this in a different place. This is a Unity bug and sometimes exists in some random conditions. I went into my Window's Device Manager and disabled all the "HID-compliant game controller" drivers and the problem went away. I rarely use these drivers as I don't typically play with controllers anyway. These are plug-and-play drivers so uninstalling them likely won't hurt anything as they will be reinstalled when needed.
Edit: If anyone else comes looking for this in the future: I found that if I enable Steam Input it works just fine after that, not sure why this fixes it or what this changes that isn't just there normally from my controller being normally configured but...
