your observation is correct! some enemies (not all) are invulnerable to damage when they're in the top ~5% of the screen. this usually applies to the smaller "popcorny" type of enemies but as with everything, there are exceptions
this is actually not an uncommon mechanic in arcade shmups -- for example, scoring a particular boss in battle garegga requires waiting for its entirety to drift below this line of invulnerability so that all parts can be destroyed at once.
i found it gives these popcorn enemies a bit more time to space out and do something (and its not much fun if enemies are exploding off-screen!) but i'm not particularly happy with the way this mechanic is implemented and would probably do it differently in future projects
