Steam removed it from the store, however that doesnt mean they removed it from the library (i havent tested this) but it should be available to download to those that have purchased it in theory indefinitely or as long as steam is in existence and the game is still relevant on newer OS systems and not dropped off to complete incompatibility with windows versions that have all expired.
So for the foreseeable future after online shutdown, this is what should be available, any computer you load steam to and sign in with the account that purchased it prior to leaving the store should be able to download it.
The game will start, it will go to database failure and let you select offline mode and exactly what you see in offline mode now will be what you will be able to use then (aside from all progress reset to 0 with no option to incur anymore CP/XP so bot play will only work with jasons and kills that are defaulted at level 0, no matter how much progress level will stay at 0.
