Wes from Gun said they had all the rights to character names, but not the likenesses of the actors that portrayed them. With that said, I think you're probably right about them not wanting to have multiple 'name' characters running around in the same match.
Not exactly. Rights to the franchise and characters aren't the same thing as appearence rights. Tommy Jarvis, for example, they had to licence his appearence from the actor himself. The fact he also agreed to do his own voice is just kind of the icing on that cake.
Tracking down everyone else from the movies, not to mention getting them to agree to it, would be a real hit or miss process, because there's a number of them that are not proud of them, and some have openly condemned the movies they were in. The guy who played Jason in Part 3 went as far as having his name taken off the movie entirely.
TL;DR
They can name the character the same thing, but without the actress' permission and a contract, they couldn't use her exact appearance.
