As for xbox, the only way that is happening is if the game moves over to Windows Store and even then, only the WS version would get cross-play.
The steam version of killer instinct has crossplay with the xbox so it is possible.
Yes it's possible but not probable.
For shooters it is just way better to have the control of a mouse and keyboard. Other than that the only noticable difference is that PC players can customize and calibrate their experience where consoles are always optimized.
For a game like this crossplay wouldn't harm the console players experience because there's not a significant advantage.
There are PC games that have cross play with Xbox One players. State of Decay 2 just came out and you can play with people on Xbox One if you're on a PC. Microsoft doesn't own PS4 though. Sony does.
Even if you get over the crossplay barriers set up by Sony, you still have to have people willing to spend a whole lot of money and hire resources to work on making crossplay a reality.
Considering console players are just about to get dedicated servers over a year after release, and well after the game has died down, I doubt that'd happen.
