It's just the bad optimisation for the game. I play this game on medium settings. Even people with a gtx 1080 have problems with the game.

My specs:
CPU: I5 4460
GPU: GTX 1050TI
RAM: 8 gb

I don't really notice a big difference from the high and low settings in this game. The biggest problem is the rain for most people.

medium? i play on low with textures set to epic for 60+ fps

wrong, can't handle the PUBG but this game of course he can. remember i using recording program so i get 5-10 fps less.

is because 8gb's RAM is not enough now.

bad optimizaiton. 8gb ram should be enough.

nope, i have good optimization with 16gb ram. but you have i5 4th gen so maybe have bottleneck.

I have a G5460 and an 1050 ti with 8gb ram and I can run it on 40fps at high settings

and don't forget the game using unreal engine so always have problems with optimization. like rust for example.
