Not sure why you got this impression. Robert Englund--to my knowledge--has always embraced being Freddy Krueger again whenever the opportunity presents itself. Here is a quote from the dream demon himself,
"I’ve always been in awe of the multitalented makeup effects artists," the 69-year-old actor said in a statement. "This documentary not only captures their talent, but I think it might inspire a new generation of practical effects artists. I was happy to become Freddy once again to share the makeup process with the fans.”
That quote was taken from an article on February 4, 2017 regarding a documentary Robert Englund (now a ripe 69 years of age) will be in called Nightmares in the Makeup Chair.
Despite that, you're right that Englund would only have to provide his voice and possibly do mocap if he is still up for the challenge.
If Gun did take on NIghtmare as their next project, I'm certain they'd do another all-encompassing Nightmare's origin game like they did with F13. Or likely they learned their lesson as to what a pain in the @ss it is to gather so many elements into a cluster. If they did a game focused solely on Dream Warriors, I'd be grateful for life.

It isn't that Robert doesn't embrace his character and not that Robert doesn't love his fans, however that makeup can take a toll on anyone. Jim Carrey had an actual CIA torture survivor trainer help him learn to tolerate the Grinch make up.
Robert is a class act. He loves his fans and he truly is proud of his work. That said, your video may be from a more recent appearance but do we know the circumstances they negotiated to get Robert into make up again? Hefty pay? Personal trailer? Ask Jim Carrey to put that Grinch makeup back on and it will cost ya. Robert may love his fans and may be proud of his work, but everyone has their limits, and their price.
