It's not too bad, but not my favorite either. Packanack lodge and the small cabins around it are tricky, and unless you're a stealthy character you should avoid that area. Usually I sneak in, search and get out of there until I'm ready to fix the car/fuse. There are paths along the lake and and other edge of the map, you should also stay off the main roads. The map is probably the easiest for jason to win, but it just depends on how fast the councelors find the key items and if jason is bad about watching the objectives.
There first floor is full of windows which offer an easy escape. The kitchen is a nice add on and offers an easy way to escape. The top floor has plenty of rooms for you to choose from that allows you enough time to run past him if he chooses the wrong room. There's also plenty of hiding spots. One of the best hiding spots is in the bathroom. I've seen so many people hide behind the open door. Pretty soon every Jason will be checking there, but that's more than I can say for the other maps.
Crystal Lake is the worst map if you're playing a counselor, especially a low stamina counselor. Everything is so flat and spaced out that escaping from Jason with tunnel vision is nearly impossible. He's not punished for focusing on that map because you run out of hiding spots so quickly. You're going to run out of stamina there, and he's going to kill you if you don't find escape parts fast. Not to mention there's no main cabin on that map. Overall it's just pretty bland and terrible to play as a counselor.
The reason Packanack is picked a lot is because the houses are located so closely togehter. It makes running from Jason and regaining your stamina much easier. Same with Higgins Haven, which I think is the best map.
The real drawback of Packanack is the road layout. I always take the keys if I can because new drivers normally crash at least once, that is if they make the right turn of course.
Least total buildings by far. Packanack has as many guaranteed buildings as the maximum you'd expect on Higgens.
Most spread out buildings. On the other maps it doesn't take 1-2 minutes just to jog to the next building or group of buildings (well okay Crystal Lake has that too because of those hills, etc). It has a growing stream dividing part of the map that eats stamina, time if you take the main bridge, or both, that the other maps don't have. That's a pain when you're trying to evade Jason or move around without Jason noticing.
Easy for Jason to patrol and shift-grab. There's literally only 2-3 places he has to morph to. If he needs to shift-grab, most areas are wide open and the difference between buildings can be great. I think it's the map where Jasons have least trouble finding everyone as soon as they kill the previous person.
Crystal Lake has some bugs but otherwise is pretty good.
Packanack is one of the easiest to call the cops on, the fuse box locations are close together.
Crystal Lake sometimes you only have to check 3 places, but the hills and geography of that map and the ambiguous placement of fuses can make it tricky to get around without bumping into Jason.
Crystal Lake is my favorite to play because I feel like I have at least a chance there, Packanack is probably the most difficult but satisfying when you do escape.
As for counselors, the buildings are chained together very nicely. The distances are by far the shortest and even a slow character can make it from the other end of the map to another by using the buildings. For a stealth character, the woods have bunch of shortcuts that Jasons rarely visit. You can get from the far north down to Packanack or even to the western exit fairly quickly just by walking by the beach, completely undetected. If you play a runner, the short distances really enable you to bait Jason for a good 10 minutes of chase without a break.
True, Packanack Lodge may have only a few of hiding spots but its general layout is very counselor friendly. The first floor has so many windows that Jason has no hope of trapping or breaking all of them. The kitchen and toilet both come with openable windows/lockable doors you can use for an easy escape or for playing Jason's time. The same theme continues upstairs where the two middle rooms are connected; run in, lock both doors and see which one Jason tries to break down. Wait somewhere in the middle and have him chase you inside where you can escape using the other door. The lodge also has a guaranteed shotgun spawn on the sofa opposite of the fireplace.
Personally I deteste Crystal Lake. Jasons have a hard time looking for environmental kills and the surroundings are boring for counselors as well. The whole map is very flat and the cabins are far away from each other, forcing you to eventually flee in to the empty woods.

Also if your a counselor it's pays to close the doors behind you but not lock them as you search, this way if jason comes you can stop go into stealth mode, often jason scans the house, think it's empty and will leave. Locking the doors tells him you are there or leaving the doors open make its look like someone is there. I've hidden in the kitchen many times while jason walked through the house.
