It could but it won't cuz the console plebs are too worried about how a pc user could easly cheat etc, so most console companys won't allow pc to console crossplatform. Look at Phantasy star universe as a example, pc/ps2/3 ver were the same server, pc users hacked the hell out of it, it went poof, meanwhile the x360 version was still going strong with a good playerbase.
People who have to hack and cheat in games is the reason we never get to have or keep nice things, they have to hack and such and ruin it for themselves and everyone else. The whole PSU thing I mention is probally why sega hasn't bothered to bring pso2 to the west. They know westerners will just end up hacking it to hell and back. There is also the other issue of pso2 jp getting alot of their profit via anime tie ins and such. Which in case you didn't know alot of those companies charge a high price to have their stuff used outside of japan, some more than others. Its why we don't get more than maybe 25% of the anime thats made stateside. Not that I mind there is always fansubs. But there are quite a few series i'd buy if they'd come out on blueray here.

Also although competative e-sports are basically just pc anyway, do take note the asian players whohave also cheated in games like cs:go and/or done unethical thinks in lol etc. OR [insert country here - say chinese] hackers and gold farmers in MMO's.
This isn't just a Western problem. There are seldom cheaters on console because consoles are closed ecosystems. It has nothing to do with nationality
You can bypass the region lock by changing your Steam Download Region in the Steam Settings..
Lag depends on the host btw...
Like, a blue box on the right side, saying "Multiplayer" or something to that effect. "Online Co-Op" could even be one.
You can't cross-platform. PC cannot play with PS4/vita. Those use PSN and we are Steam. That would cost resources that the dev doesn't seem readily willing to commit to, and it's not cheap on time or development.
Connections appear to be P2P, so the host is your connection.
