That's why I'm totally pro-Vulkan. And it was built upon the ashes of AMD Mantle, but is a massive project for a universal API (Nvidia backs it too, some big game companies as well).
DirectX 12 is doomed to only work on one platform, and even then they still have to prove it's more performant than Vulkan (especially in the long run).
So maybe the game just doesn't run well on Intel HD Graphics 4000/5000 series...

I can play Resurrection just fine at 720p (all settings low/off) on my HP Pavilion dm4 notebook (with Beats audio) with minor hiccups in areas that have large amounts of monsters/bosses. I originally played the game on PSP back in the day, so my experience using Intel HD 3000 reminds me of PSP-quality performance rather than PS4.
I have not yet booted Rage Burst yet, but Resurrection seems perfectly playable so far at PSP quality. If anything changes the further I get into the game or Rage Burst decides not to work, I'll make mention when I get there.

I can run the game,but it will be "black or white "screen

I honestly don't know what you should do though, they might or might not fix it. And if you're using a laptop you should check if you have a dedicated GPU, else you might need another computer to run the game unfortunately.
