Is this game crossplay multiplayer?

I own this game on the vita and am wondering if i can play this game with friend on steam? ; same question goes for resurrection.

Nope (twice). Cross-play is only between PS4 (with PS+) and Vita through the PSN, the PC version uses Steamworks.

No, only PSVita/PS4 crossplay.
