Okay, so for one, Evoke helps up the awakening of blood powers of other gifted individuals, i.e. the Blood Unit, INCLUDING itself.
Do you remember that the main character was the second member of Blood to awaken their power, after Julius? And the game never tells the story of how he found his power... We can only assume and imagine what and how many experiments Rachel did on children like Julius before he succeeded and survived. MC did it without experiments, just with a very stressful situation, BECAUSE it was Evoke.
And going forward, none of the others were able to activate their blood power alone. Ciel nearly perishing in the Rain? Without MC, she'd be dead and without power. Gilbert just got revenge and poof, happy blood power ending, no need to be on the brink of death or anything. And Nana just gets reminded she's not alone, with couple pats on the back and flips the blood switch on. Now what about Romeo, huh? He was in life & death situation, apparently. But did he get blood power? Nope. Because MC was not there.
That's the Blood, but wait, MC helps the old God Eaters too, does that mean everyone is Blood Unit? Yes and no.
Of course, all God Eaters have their blood and quite possibly use it to some extent to influence the behavior of their God Arcs instinctively. But Blood Unit has much higher compatibility, to transfer their will through blood onto their weapons. Again, remember that Gil transferred from godforsaken Glasgow branch to the far Far East just because he came positive in test on coronavirus blood potential. They 'are' special and all the old God Eaters can just hope to not be completely useless.
That brings me to the next point. Imagine if you were a director of a Fenrir Branch, and suddenly a new type of Aragami would begin to appear around, which is way more resilient to the God Arcs you've been using for YEARS. (I could point to an analogy from the real world where some illnesses are getting more ŕesilient towards certain treatments, like antibiotics.) What do you do? You have already a very small number of God Eaters, and if you just keep using them with your old technology, chances are Aragami will eventually be immune completely and then you're in a very very deep trouble. So you start doing some research, but it's going slow and people die as you research because you can't defend them well enough. Similar to before the first God Arcs were invented...
Suddenly, Blood appears, with a person that can awaken blood powers, which are very effective against these new Aragami. So you try it out on some of your old God Eaters and what do you know, they can now fight as well as before, and you can research for another 10 years with no worries. My point is, you'd be stupid to dismiss Evoke as bad ability in favor of Gil's Inspire, for example.
(If you want to look at it from another perspective, take Pokémon. If your attack is Not Very Effective against a target, you'd switch to a Super Effective attack, not buff your stats.)
That's the quote-unquote boring part of Evoke out of the way, whew. But WAIT, there's more!
Once you reach far enough in the story, Evoke kicks in once more, and that is in the form of Blood Rage (hence God Eater 2 Rage Burst). Now you can use your blood to make an offering to your God Arc, in exchange for invincibility, more attack power, physical strength, as well as shiny wings on your back ♥♥♥♥♥♥♥♥♥ those look epic af. No one else is capable of that, as far as I can tell, and the gauge on your UI is even called Blood Evoke Rate. GEE, I WONDER WHY.
And if you want to tell me that you don't enjoy the time in Blood Rage, where you could rip and tear any and all Aragami apart with your bare hands if you wanted to (actually no, you couldn't, you need your God Arc) and shrug off a nuke, you're lying.
Bottom line, I think they did a good job turning a boring support skill into something that makes sense, mostly, and that you won't feel overly sad about. IT CERTAINLY BEATS CIEL'S "INTUIT" THAT I STILL DON'T KNOW WHAT IT DOES.
2nd Bottom line, I didn't finish the game yet, I barely met Livie and have no idea what happens further in, so if I am wrong in any way, please do correct me. :) I am not an all-knowing God Eater and a lot of the text wall above is how I understood the story and lore.
