It *could* have been able to run with some issues while still being playable if you had only one of the specs below the minimal requirements, but here... I'm not sure you can improve the situation much.
Your CPU is weaker than what's expected (2.4GHz instead of 2.9GHz for AMD CPUs), your computer doesn't have enough RAM (2GB instead of 3GB) and your GPU can't handle it either (512MB VRAM instead of 1GB VRAM).
I've been able to run it (and even then, I barely played through the intro cutscenes because I didn't have time to play the game) on a laptop with Windows 7, an Intel Core 2 Duo @2.26GHz CPU, 3GB RAM, and a Nvidia GeForce 9600M GT 512MB, with everything on minimum and 720p iirc, and it ran smoothly enough but not 60fps.
The minimum requirements are strictly indicative though, and are mostly to indicate what setup you need to get 60fps. Maybe if you add RAM to your computer it will finally run fine, though don't get my word for it. And even if it fails, more RAM is always better.
If you have a 32-bit version of Windows, it won't be able to use more than a specific amount of RAM between 3 and 4GB; just install one more GB then. Else, if you have a 64-bit version, I'd say go for 4GB total RAM. Or, since your computer seems to be a desktop one, you can still try to upgrade it, assuming the motherboard AND CPU won't clamp the upgraded hardware.
The PC version of FFVII should run on an original Pentium. It's a PSX port game. *Rolleyes*
