Report a translation problem
Remember, there are only 13 (or maybe it was 15) difficulty levels (chapters) in the game, and only five ranks of blood arts. Green, purple, blue, gold, black. And barely any blood arts have a black level, so that actually makes it four. You're not supposed to hit Gold before nearing the end of the game. Try doing a Chapter 6 mission with a green blood art; it's going to level up to purple right away.
It depends on mission level.
Also, some blood arts are easier to level up than others, because some blood arts hit multiple times. The more you hit, the faster they level up.
Basically, divide the 13-16 chapters (I forgot the exact number) into chunks of four.
4, 8, 12, 16.
Green, purple, blue, gold.
Already, we can see that the game wants us to be somewhere around difficulty 8 (6-10) before leveling our Purples to Blues becomes easy. But since we get Green so early, we hit Purple quickly which puts the scales off-balance.
Also don't forget that the blood arts only MULTIPLY your power; they are not the source of power. If your weapon does not have good stats, your blood art isn't going to improve it by much, even if it is Gold.
