God Eater REsurrection is first story wise. PLay it first to get to understnad the lore, besides, both games offer sightly different gameplay mechanics wich makes each feel quiet different.
Each one have unique gameplay feature, GER have Predator Style while GE2RB have Blood Rage. Both are expansion of GEB and GE2 respectively.
Not just what David said, but also GER have more choices for bullet customizations while GER lack those but add one so your wont hit your teammates.
We cannot explain how Predatory Style and Blood Arts work to be more specific, but the game introduces them within Difficulty 1 and 2. But the more you progress, the better those two get.
I'm confused. are these (packaged) titles on steam just stand alone expansions for a main game out there somewhere?
No, are not "expansions" but "sequels". GE2RB is the sequel to the expanded God Eater Burst (wich was already an expansion of the original game, God Eater).
God Eater REsurrection is an upgrade graphics AND expanded version of God Eater Burst.
Think on it like the Call Of Duty Infinity Warfare. You can buy that game but you get Modern Warfare REMASTER for free, and the REMASTER is an upgrade graphics of the original one wich is quiet old. And I hate to use COD as an example but its the only recent example I could remember.
GE = skyrim
GEB = skyrim + additional content
GER = skyrim remastered
GE2RB = well, its a normal sequel which skyrim doesnt have, but a sequels a sequel
