Windows XP steps to roll back your driver:
1.Click Start
2. Click Control Panel
3. Click Performance and Maintenance and then System (in Category view) or System (in Classic view)
4. Select the Hardware Tab
5. Click Device Manager
6. Double-click on Display Adapters
7. Double-click on your NVIDIA GPU
8. Select the Driver Tab
9. Click on Roll Back Driver
Windows Vista or Windows 7 steps to roll back your driver:
1. Click Start
2. Click Control Panel
3. Windows Vista: Click System and Maintenance and then System or simply System (in Classic view). Windows 7: Click System and Security and then System.
4. In the left pane, click Device Manager
5. Double-click on Display Adapters
6. Double-click on your NVIDIA GPU
7. Select the Driver Tab
8. Click on Roll Back Driver
Option 2: Uninstall the Current Driver:
When you installed your current driver, if you first uninstalled the previous driver you won’t be able to roll back. In this case, follow the same steps that you previously used to uninstall your driver. Once complete, you can then download and re-install the recommended driver.

Even on other windows, it should be pretty much the same.
Changed "Fullscreen=1" to either 2 or 3. and it worked.
My rig blows it out of the water for specs, but I can't open the config folder maybe due to steam or just lack of finding it. Any suggestions?
Then when I got into game I changed at back to fullscreen in the settings and it worked perfect, even launches with no issue. If you have the gpu power put dsr to 4x in the nvidia control panel for 4k res. it looks awesome xD.
"before you change resolution! another thing fxaa can make the game look blurry :P

Have you tried any of the solution mentioned above in this thread? I don't know about AMD stuff though.
