As for the Governor's crew, well Banjo's quest, if you haven't already completed it and chosen to steal the Governor's memories rather than take them to sell , provides you with clues. Otherwise, I haven't gone much into the end-game content because I want to try to wrap up all the crew quests first.
The people I know of are: The governor (obvious), Ashen (Yes, from your crew), Mr. Dead before the game started (A very accurate name), G. (Real name unknown), Persephone, Mr. Bad guy in jail. (Can't remember his name, found during the ex-bandit crewmember questline), Leader of the city of Masks (Kinda bad with names, in case you can't tell, the mad angel is upset with her.)
People I am pretty sure of: The Prince, The Mad Angel
Shaky certainty: The overthrown king of the city of engines.
I seriously doubt that the "bad old man who does terrible things" that you release from the Panomnicon is one of the crew. You can kill him and he doesn't die by his own hand (the caveat of immortality).
SPOILERS AHOY! --
For reference, here is the text from the Governor's memory box:

I'm fairly certain Doctor Grindylow is one of them (surgeon). ("Your wiry little doctor, in his funny round eyeglasses, weeps as he eats.")
Lady Stymphalion aka the Lady of Blades of the City of Masks is alluded to by various dialogues to be another. Likely she was "the masked lantern keeper" (lightbearer). She wears an iron bird-beaked mask.
G. was "the skinny accountant" (recordkeeper?) who writes bad poetry. (In the current events of the game, gluttony has turned him corpulent, and his poetry is really bad.) You can kill him but only with a special bullet made from a gold coin that he infused his own essence into, thus killing him by his own hand.
Ashen is, of course, one of the original crew but not sure who. EDIT -- She's the navigator.
Persephone was the lookout (as well as the Governor's lover).
The Hostage-King was the chief engineer.
You meet him as part of Dr. Delgado's personal quest.
In his own words: "I am no ordinary man. I am the Hostage-King, a perennial, immortal and unchanging since my time in the garden."
Logically, it would be a pretty strong candidate for Chief Engineer of The Governor's crew.
My guess is that the "Death's Justiciar" achievement is gained by killing every immortal.
My guesses are with potential ways they can die are:
The Governor
The prince (can be killed by heart?)
The shapeshifter in the endless prison (strangle with owl glass)
Persephone
The fat man from ashen quest (killed with his bullets)
Ashen
The lady of knives in mirror city
The omni pope (exploded by the heart engine?)
The hostage king (killed by own machine)
