It's not. They just killed the game with pay per play. If they push this, they are dead in the water. It's almost like someone high up in the company wants to kill the company as a write off.

Maybe their strat is to spark controversy with this business model to get free advertisement this way, since the games new business model is gaining a lot of discussions in social media. Then before releasing the game they switch to a more fair business model which most people would be happy with. This way they would have gotten free marketing and probably a better result than just releasing the game like they did last time.

That's about the only logic I could see behind this payment model. Unless of course they are intentionally trying to kill the game for good, however that would make literally no sense.
