Report a translation problem
In regards to the man on the hill who "failed" it appeared that he was killing monsters/people, as he had books on vivisection and a table set up with sweeney todd style trap doors. To me It seems like he was deliberately trapping and infecting people to gain access to whatever causes mutation. By failing I think he means he has failed to transform into the "♥♥♥♥-superior" that the smartest people do, as he seem to be drinking the black liquid.
Personally I think the guardian was a WMD sent to the north to destroy the new race of people, not to fight an invasion you see no signs of (aside from gas canisters and Vermond Whites destroyed tank battalion). Its possible the blacksmith built robots to defend the city and these are what caused such damage to it like the one we find in the "garage". On top of this the guy who gives you the core and sends you off, when you interact with an NPC they say "he gave you the core?" "I thought He was no longer on our side" the sides being the humans that cannot transcend and those that have.
The council seem like they are the smartest people in the society and those at the top like the thorntons all appear to not care about the invasion suggesting they are aware they will transcend, in the Jail if you get key A and B you find a guy that has an the scientists clearly know it can happen.
Personally I see it as a kind of "I am legend" (book/original) scenario in terms of a new race rising out of what initally appears to be a Zombie apocalypse
I think he means he knows the cowboy, a fellow transcendee/♥♥♥♥-superior/white eyed guy/whatever we are calling them, will free him, and i think that he was the first one to transcend and is how people know that some people do, hence why hes locked up in the north, site of the first visitation, for what looks like study as his "area" is all white and marked with "L and numbers" the same way that other laboratories are in the game.
I'm not sure about that- I'm pretty sure the Belus-07 is a one-of-a-kind prototype built using tech salvaged from the site of the First Visitation.

Would make sense if that tunnel was where the aliens where invading from, the stockpiles of gas to force evolution and also the train that is capable of crossing over that could be where the tech for the train we pilot came from?
The guys with white eyes are the ones in which the gas worked, they seem perfectly fine with most of humanity dying around them (meaning: they are no longer human).On that bar in the dark tunels there are some people who survived the medicine, they appear to be making plans with Armand White (aka the President/ aka the guy who kills you) to deal with the loss of most population ( how to maintain the infrastructure and etc).
The portal that everyone talks about is the gateway to bring the aliens through. Armand says "the more that's saved, the more they will have to work with", which probably means that they want to limit the destruction caused by the crumbling civilization as people die.
Everyone else is dead. The survivor protecting three people, dead in the nuclear blast. The emergency bunker at the town with a city-wide conspiracy, is overwhelmed by corruption that got in before they sealed themselves.The bunker that forgot the food container, guess what, they starve to death. And the capital will suffer the same fate as everywhere else, after the Guardian failed.
All that is left for humanity is extinction and the rise of the "enhanced", as Armand says in the train "You won't see the new world. You are the last one" and as you dream of in the first sequence of the game ( I think about it as a premonition to the end-game).
Things that are a bit unclear to me:
-The second Belus-07: You see it in the tunels (hard to miss) and I could not fit it in my theory
thought a lot about time travel but still unsure.
Secondly, you need to remember that the entire tunnel section is, quite likely, not taking place ENTIRELY in "our" world- its full of bizarre dream-like sequences, psuedo-looping geometry, and stuff that just doesn't make sense in "reality"- its also the second place you see the two moons, the first being your dream at the beginning.
Bear in mind, this isn't the first time your train has "phased into" some place that doesn't seem quite "real"- when the soldiers vanish from your train, they do so the same moment you transition into a featureless foggy landscape totally different from the one you were previously traversing, and which you exit before reaching your destination.
- Old man who remember First Visit said that it was a gas in pod as well. And that most of people forgot that gas acting differently for some people. It means that during first visit some people was improved.
- One of passenger said that it was another country destroyed during First Visit. But this country was saved because of previous president Vermond White.
- One of the first city was build because of Van’s Pillars construction. And there are a lot of them on background. It looks like it’s sort of Barrier that also was mentioned by improved people at the end. They said it have to be turned off.
I think that it was real invasion plus gas attack. One country was destroyed. Some people fled. Vermond White ordered to construct Barrier on North East. Part of aliens tech was saved and studied. Possibly it brings humanity to searching and using Electrium instead of oil. Later Blacksmith found how to use aliens tech to build this train and even Guardian. All this time humanity prepared for Second Visit constructing wall around capital (wasn’t completed), Guardian and Shelters. Military forces was trained to prevent Invasion. When civilian even think that it’s just another reason to rise taxes (remember this book about Guardian), soldier in train from first shelter knew that it’s exact Second Visit. And military fights on north-east where tanks was destroyed with something strong to throw tanks like toys. It’s why military used nuke. I think the same force destroyed Guardian later. Something was physical from another dimension during First Visit that people sudied to build generator for our train.
Regarding Barrier and nuke rockets later in game (Last bomb and roket that you can launch) it looks like it’s protection from improved people from First Visit. They remained on other side of barrier. Maybe some of them even came with refugees. Possibly this owner of Manufacture who gave us power source for Guardian. It can explain why he was on “another side”. And it explain why refugees was banned to come in capital (one of passenger in the beginning told that). People doesn’t thrust all of them.
Who sent pods with gas: agents from our side or aliens from other dimension? I think aliens. Pods was in mysterious place with two moons. It was clearly showed as explanation that you aren’t in our world.
I think aliens even think that they help by bringing on new level. The fact that 99% of people will die doesn’t worry them because of their superior nature that we cannot understand. Finally, remember Strugatsky brothers monument in capitol. Authors doesn’t hide the fact that they are inspired by their books. And there are similar plot of super humans around us with philosophical question: what they will think about us and do with us? Seems like this game propose the answer: nothing special and they OK if we’ll die.

- he also told that this place to close to area of First Visit (strange, why barrier constructed on other side of country in that case)
- there are group of people in tunnel including Hunter, current president (who disappeared few days before Second Visit), unknown Scientist and owner of manufacture
- this group discussed that “they” (mean aliens) understand that the greater will stay the more they can use. Looks like they stay ready to manage the rest of people
- this group discussed that it’s not a time, to early for something. I think it’s about people transformation to improved version
But it’s much more interesting what happened later. It tunnel something start to speak with hero via passengers saying: Don’t stop and follow up. Every word pronounced by next passenger. I think it’s aliens who controls passengers bodies and specking this way with hero.

I regardes to the "medicine", it's how the aliens take over. If your genes are right, you live and become a tool. If not... you're mindless waste.

Edit: I also googled the word "Belus". It seems to be connected to babylonian mythologie. It fits in the theme of human trying to reach god, by experimenting on their on species. But im not an expert...does someone who knows more about mythology connect this to something? :)
The ending was not quit that difficult to understand, but i am not sure if my interpretation is right.
In your travel you get some informations. Some are just strange (i got the german version, the translation at some points is... well a bit odd.) You learn first there was a first attack or first arrivel.
Later you learn that the goverment council did flee into bunkers and just shut the world out. Yet, everywhere you arrive, it seems even the bunkers arn´t sufficiant enough to keep the aliens out. If it´s really sutch a extreme stuff, how did mankind survive the first attack?
And then it became a bit clearer. A scientist note says they are using strings, i assume he means something related to the superstring theory. The Aliens can use them to travel to our planet, but they can only appear at one place.
You find out that the president himself is missing, just gone. And later you find that tunnel depo with thousend of these gas capsules. Everybody says there is no tunnel, but at the beginnin of the game one of the other trains did report a tunnel too, so it wasnt a hallucination. The tunnels where clearly build by someone.
So i guess this is what happend. For some reason the first attack was a disaster for aliens and humans. The Aliens couldnt attack themself earth, so i sended the pods as a first wave. Some people it would transform into a new kind of human, one that is tottaly loyal to the course of the aliens. But moste humans are just got into these monsters.
The few humans who did transformed did go into hiding. One was apprehanted. You can see him at the end of the game in the prison. I guess the goverment was simply undermined by these traitor humans. The President, the chief engineer, people who helped to build the bunkers and the guardian, all are influenced by these superhumans or they where even traitors themself.
It was all planed from the first visit The whole defense and goverment was used against the leftovers on earth to give humankind it´s final blow. The Guardian was no secret for the aliens and they did know excatly how to beat the mashine. They simply had no chances from the start, a lost course. Somebody however did know how to fight the influence of the aliens. That was the train you where using, the prototype with it´s unique radiation. I don´t get why they took interesst in you. Maybe because you used the train, maybe they owned you one for some reason, but in the end their plan just worked perfectly. The defense was broken from the inside. Maybe some people did understand it, at least it seems the council and some other did understand it (If the council wasnt allready undermined by the traitor humans).
But in the end it was to little, to late. And the last part of the plan is to construct/open the gateway so the aliens themself could appear on our world.
That also explains why all the bunker didnt work out in the end, or the missing food at the scientist bunker or other little dots. Sabotage at all citys and bases, just to take out any form of resistance ^^
Could be wrong but that makes the moste sense for me at the moment.
You want an explanation? The "tunnel" is an "echo" of the rails created by the aliens, some snapshot of our world that they took and repeated and twisted to their own ends.
It's not an official explanation. I literally just came up with that now. But "why would an interdimensional portal still have railway tracks" is a silly question- that the interdimensional portal exists at all implies more than enough control over Weird Reality Stuff to assure a means for the train to traverse it.
Nothing about that tunnel seems "natural"- from the weird moving lights when you're standing still to the sudden appearance of open sky when you should be deep underground (not to mention the repeated "two moons" which only otherwise appear in a dream sequence) to the ♥♥♥♥♥♥ up "looping" you experience, moving always forwards but somehow ending up in a distorted version of where you started, to the bizarre living "machinery" pulsing away...
I'm not sure why people are so convinced its supposed to be something people built- everything about the level is telegraphed as unnatural.
