In the eyes of old X-COM fans, I'd say yes. Some mods fix it in some ways. Like the mod that prevents enemies from just standing still until you've sighted them. Not sure if there are mods that give you better tiles and actually randomly generate stuff. It's not my cup of tea either, Xenonauts does it miles better.

This one was alrright, not bad but meh worth the 2 bucks and some change I spent on it.
This one does seem to have a memory leak and is no longer supported I think, so I will be more likely to get Empire TV
