I haven't tried restarting my computer but I dont see how that would be the reason.
Game is typically using 250MB~ of Ram and around 10% or less CPU usage.

And you're constantly around 15 FPS, even gameplay? Full Screen or windowed?
I'm assuming this game's target fps is 30.
So I loaded it up again and this time it seems fine but scrolling through the choices had it go from the low 20s to the high 20s.
I clicked on quiplash 2 and loading took longer than expected and then that menu ran at like 25fps and lower. Other games' menus were either a little better or a little worse.
Fullscreen/windowed didn't seem to matter much.
