Final Round tiebreakers in Trivia Murder Party?

in the ghost chasing final round, when 2 ghosts both overtake the lead player on the same question, what determines which ghost takes over?

I would assume the ghost that is on the higher part of the screen because they have more money, maybe it knows which ghost answered first and they overtake or it could be random.

It's definitely not the top ghost/more money because I've seen the lower ones take the lead. My guess is either it's random or first to answer but there's not a great way to tell either besides a bunch of testing
