Full Screen ... Not working

When I started playing, I selected the Full Screen option and it worked fine.
Now, after over 30 hours of play, when I relaunch the game it comes up in a tiny window and it will not accept any change to the Option for Full Screen.

Is there any way to fix that ?

I have used "Escape" to open the settings options and visibly changed the Full Screen to "ON". That fails and when I look at the Options again, Full Screen is set to "Off" ??
