Hey there BananaDog. I presume you are /u/tartersawce? Anyways, I'm going to need some information from you and I can think of two things you can try and see if it makes any difference.
First, could I please have your Computer's Specifications? The more detailed the better.
Second, could you please navigate to "New Retro Arcade Neon\NewRetroArcade\Saved\Logs" and put both the latest NewRetroArcade.log file and latest UE4CC folder into a zip file and upload them somewhere? OneDrive, DropBox, Google Drive, Mediafire, etc will work.
As for the two things you could try, could you please try the following steps copied from the FAQ below? This will reset the XML files and return them to their default state.
"In order to fix this, navigate to “New Retro Arcade Neon\NewRetroArcade\Content” and inside will be a number of XML files with the word “default” in their filenames (ex. ArcadeMachines.default.XML). Copy these default XML files to another location and rename them so that the default portion is removed (ex. ArcadeMachines.XML). You can then proceed to overwrite your existing XML files with these copies. HOWEVER, do note that this process will erase any configurations you’ve made to the Arcade. Your ROMs will not be touched. You may wish to make note of any changes you’ve made before reverting everything to their defaults."
And finally, I would try moving your config files located at "New Retro Arcade Neon\NewRetroArcade\Saved\Config\WindowsNoEditor" out of the folder. The game will make new ones upon starting.

What they suggested there is to download and run a program called Font Frenzy which would restore your windows fonts and delete the ones installed by other programs. But as I can see, that program is designed for Windows XP. Some people reported that they have used it on Win8 but I don't know how safe that is. Which Windows version are you using?
You can go to your fonts folder and make it display fonts in "details view" (view>details) and sort the fonts by size. Then, if you see a font that says it's 0KB, it's probably a corrupted file. Please let me know if you find any.
Churvin's post seems to be from a thread about some other game, but can you tell me where the saved game location is? Since Neon Drive won't run, it might not even have made one yet though. I didn't see anything in the usual places like Documents and USER>appdata>local.
If you can't get to the secret menu, you can delete manually.
On windows, saves are located at "C > Users \ <your username> \ AppData \ LocalLow \ Fraoula \ Neon Drive"
You should also delete the Neon Drive registry folder entry located at:
Computer \ HKEY_CURRENT_USER \ Software \ Fraoula \ Neon Drive
It's best to search the registry for neon drive and delete any "Neon Drive" folder that is located under any Fraoula folder if multiples are found.
Can you try this: Delete savegame folder. Delete the Neon Drive registry entry I mentioned before. Then disable your internet connection (thus preventing steam cloud sync) and start the game.
Looking online, it can be various things. A corrupt font, outdated drivers, etc, but you've already checked those.
Some have mentioned RAM problems but I don't think that's the issue. You can check your RAM just in case, try this. [www.howtogeek.com]
