Not a lot in the way of new RTS games coming out these days, let alone ones with strong RPG elements like the WBC series does.

I'd say the closest you can get right now is Spellforce. Other than that, you've got Warcraft 3, Rise of Legends, Battle for Middle Earth 2... maybe Battle Realms.
