I only play WBC 3 mods, and sometimes WBC 2.
As for non-RTS RPG strategy games.
I like :
- Warlods (1, 2, 3, 4 -> TBS)
- MoM (or Planar Conquest - kind-of-remake of MoM = Master of Magic)
- Conquest of Ellysium / Dominions (1, 2, 3, 4)
- Disciples (2, 3 + DLC + mods)
- Eador (Genesis, MotBW, Imperium)
- King's Bounty
- Warlock
There are actually plenty RTS games with RPG "salt", first that pops up on top of my head is Annihilated Kindoms (or Empires?) but none of those had taken my interest/time as WBC 2, 3.
But when I feel a need of excellent game feast in spirit of WBC 3, I only can play WBC 3.
At least the two major mods give me the feel of WBC 4.
Heroes of Anihilated Empires was another but feels incomplete like a Beta still good but missing things so it degraded down to mainly skirmishes.
Lords of Everquest tried to do something like this but playing it is almost torture.
Stranger (hard to find due to the name) was a decent attempt but overly complicated.
There are more however most of them I have played were not very memorable.

I would have to say WBC series despite any flaws it has is still one of the best ones.
There are more like Spellforce but they tend to focus more on small groups rather than an army.
Those have their good points however Conquest of Elysium isn't balanced and you can lose very quickly based off luck. There is also hardly any customisation just pick a team and play it hoping you have good luck with summons or special units. With incomplete documentation on exactly what each race can get it takes a lot of plays to find out from experience.
Dominions has a learning curve that people need to get over and it doesn't like to let you reload if you make a mistake. This hardcore method can put people off playing it but it is a good turn based game in it's strategy. The main problem people have with getting into Dominions is the lack of clear documentation of all the effects in play and hotkeys. There is also the unusual layout of the battles being resolved automatically based of troop placement before the battle with a limited amount of preset actions for leaders.
These games are not for everyone as they take a bit of luck to get started and a long time to learn all the effects in play. Expect many defeats with either game and very little help from the community when trying to learn how to win. Still out of those 2 I personally would find Dominions better as it has a lot of content and options. Check out the gameplay first for each one as both are unusual games.
The closest you can get in this genre is something like Spellforce or Heroes of Annihilated Empires (but do they have persistant heroes? I haven't played Spellforce but I know HoAE doesn't. It also doesn't have even 1/10th the RPG complexity WBC has).
Otherwise, you'll have to turn to TBS games (most/all of which also don't have persistant heroes for that matter).
I liked a lot more the first 1 but it is also harder than the second, check some videos of them, basically in spellforce you make a hero and lv it up however you like it ( to the point that you can get stuck in campaign if it sucks enought lol).
Free play you can lv up a hero too ( use it in lan or single player but not campaign).
