If you want the Spybots you can just go to Lance's fortress and you'll probably find some. They may not be the enemy that appears in the overworld, but they might be included there, specially if it's a fight with many waves.
I went through the entire castle and there were none. They don't respawn. And lance's fortress is the overworld, it's not a "dungeon".
I'll assume I find out what that is layer.

I think that you can find all of the enemies somewhere, but its much easier to get them from gallery.
Anyways, two good choices you can make. Try the guaranteed but harder location, or search for an easier but uncertain option.

You said "They may not be the enemy that appears in the overworld". I thought that meant you thought it was a dungeon and not the overworld, but you meant it's not the enemy icon that you attack. My mistake.

Enemy level and game difficulty has no relevance with capture chance, yes, but if the enemy you want to capture is at the last wave of a 3-wave fight, it's easier to get there if the enemies in the first waves are several levels below you. Specially if you play on a higher difficulty.
However, if every single enemy appears on at least one first wave of a fight in the Grand Gallery, that'd be correct.
Also, does debuffing an enemy's evade beyond a certain percentage and hitting it for any damage guarantee a capture? That's new information to me, would be useful.
You can set needed difficulty before a fight and change it back afterwards.
No, i was generalising, but for example with flybots (and they are like hardest from normal foes) 3 capture equips + evade debuf will result in guaranteed capture at ~65% hp.
Dolls under same circumstances will require ~77% hp.
The Fly bots are probably in one of those 50's rooms. Usually you can find between 2-4 groups of enemies with every new unlocked room. Mostly they are themed, like you have a room full of dolls, cats or dogs there are also rooms for other types.
Following from the last point, then the difficulty you play on has a heavy impact on captures. There are also enemies like Defenders, Mammoths and Cosmic Monoliths in the Grand Gallery which would definitely be a greater effort to capture too, which I believe to be included in what OP said.
Anyway, you also need medals which the user might not have. Point is, capturing in the Grand Gallery is not objectively better than looking anywhere else outside of it.
I guess it was a mistake for me to change "small foes" into "normal foes" when i was writing. Of coarse the Defenders, Mammoths and Cosmic Monoliths are much harder. However, you will probably want to use Viking Monolith summon anyway, so just throw a 1-2 more debuffs (best are freeze, stun or bad luck) and they still will go easy with quite high amount of hp.
Objectively it is better to do what you like..
