I know this is old but I thought I'd share my strategy.

I used the following setup:

Natalie:
- oak staff (the one that gives massive defense but nerfs your attack)
- pope hat
- obsidian armor
- cloud (for HP)
- yin-yang
- big eyebrows (these are key, as they give confuse resist - having your entire front row get confused basically means a game over)
Mainly I had her cast heal and fire spin, and use genesis and/or 7th heaven as needed. The boss recovers from poison, but can be burned to deal fire damage even if you have to take the entire turn to heal/buff yourself. Some of his appendages are weak to fire too. Natalie cannot deal noticeable direct damage with this setup - you could try the Bomb staff instead for slightly less tankage and much more offensive capability..

Matt:
- giant slayer
- epic headband
- spartan armor
- fairy
- green cross
- peace badge
Mainly I had him tanking and using unleash to inflict weaken on the boss. I also had him using Ragnarok when his meter filled up. This setup lets him get amazing defensive buffs by defending.

Anna:
- Regal turtle
- curly horns
- camo skirt
- lucky clover
- crossbone pin
- flame badge
None of the flairs were particularly key. Ordinarily I had her inflict curse with the crossbone pin, but she spent almost every turn casting revive. I gave that to her and heal more to Natalie, thus spreading out the healing abilities. I also gave anna the hidden power limit break; with this setup, using it curses the enemies. Note that Anna can stun the eyeballs with 100% success rate because they have no stun resistance.

Lance:
- heavy claw
- space helmet
- dragon armor
- pearl necklace
- angel pin
- silver cross
This setup gives lance 50% resistance to most elements as well as high HP and defensive stats. I mainly had him using encore, medipack, and unload. For most of the fight I used oblivion when his limit meter filled up but at the very end I used nuke in order to burn the boss. My setup did NOT take advantage of the fact that it burns you, too but maybe you could. He would've been the ideal person to use revive, but he can't learn it. Lance's armor crush attack is vital to this fight, because it has a 100% chance of dispelling the boss.

NoLegs:
Probably the most important member of the party for this fight, other than the burns that Natalie inflicted he did basically all the damage.
- Riot Shield (seriously this is the best weapon for him, without question - randomly dying due to failing evade and losing your buffs is a pain)
- captain's hat
- genji armor
- bandage
- cat tail
- pocket watch
Riot shield boosts dark damage and inflicts weaken with 100% chance, which further boosts dark damage and makes the boss deal less damage to you. You have to be a little smart about switching with NoLegs, since his HP is kind of low even with the Riot Shield, but he deals massive damage with this setup if you properly prepare. Weaken the boss, defend to boost your attack, and then use Twilight Tango or (better) the Destroyer limit break. I also had Purify on NoLegs, which was vital because the boss can be healed by virus that it inflicts.

One weakness of the above build is that it lacks freeze resistance, and the final boss has a spell that can freeze your entire party if you're unlucky. Having this happen shouldn't be fatal if you have autorevive status though.

During the fight, I used the following strategy:

To start out, make sure you kill the monolith on the first character's move, giving you two moves once the final boss shows up. It's probably a good idea to use the viking monolith summon to give yourself the initiative at the start of the fight.

With five actions per turn, the final boss can deal a lot of damage quite quickly. But if you keep his tentacles suppressed, he is not all that strong other than his charge attack. However, the only real effective way to kill the tentacles is with limit breaks, as far as I can tell. So I basically tanked and kept him burned/weakened/etc until my limit bars filled up and then killed his tentacles with attack buffed limit breaks. When he's by himself you have the initiative for a few turns so you can hit him with some actual attacks rather than just healing/reviving/buffing yourself and occasionally burning him.

Even with this setup, the boss still hits like a truck - most of the fight, I was simply doing my best to avoid being killed. The plus of this strategy is that he will still take burn damage if you're using your entire turn to recover, and that your limit bar will fill up fast since you're constantly being beaten to a pulp. One thing that helped me a lot is that I had saved basically every item I collected over the entire game - all 21 espresso I had and all five chili peppers I had were used in this fight. The espresso's HP buff is actually extremely helpful. So is having autorevive status - be smart about applying this regularly, and be smart about preferentially applying it to characters with buffed stats.

Killing his tentacles will allow you to recover SP - I summoned the Viking Monolith at least three times during the fight. Save this for near party wipe moments, to allow you to recover and put the battle back in your favor. Similarly, save your limit breaks for when his tentacles are present - if they are missing, or there is only one or two with low health, just damage him with Twilight Tango or Unload. When the long tentacles get to low health they will break apart, and gain a goo attack that inflicts virus - this can spread to the boss and will heal him, so kill any tentacles like this ASAP.

Towards the end of the fight, once he deletes the earth you get a special status condition that damages you each turn. The damage from this increases gradually every turn, presumably eventually killing you. Don't be alarmed by this and make rash decisions - the first time I got to this part, I managed to beat him, and with the setup above I was still only taking ~10k damage per turn from this effect after about 15 turns. It may be a good idea to save your chili peppers for this part specifically.

Your weapon choices are questionable. I had Anna use Earth's Whisper because her Mighty Oak + Brave + Stagger can destroy all the tentacles. I had Lance use Heartstopper because some Devourer parts are weak to Thunder, while none are weak to Bomb. They also are vulnerable to Stun, which his Ion Cannon can do a great job of (and if any survive, finish off with Hyper Beam). Remember than reducing Natalie's magic attack also reduces her healing spells.

I'm not surprised I didn't have the perfect equipment setup. The first time I got to him I actually died before I could scan him, and the 2nd time I died before I bothered to check the scan results on the tentacles. I actually beat the boss on my 3rd try, which was supposed to be a 'dummy run' where I got to him, scanned everything, and then ran away to plan. But then I was doing well so I kept going, and ended up killing him. I'm sure I could've come up with a better setup if I'd looked closely at the weaknesses of each of the tentacles - the combination of heartstopper and ion seems like it might be better than heavy claw and oblivion, assuming lance can survive long enough to use them effectively.

I think I probably would've also included the bomb staff on Natalie for the reasons you mentioned, and for the extra counterattack damage. I don't know that I'd replace the regal turtle for Anna though - in terms of defensiveness it's one of the best equips she has, and her defensive stats were kind of low without it. The bull horns might have been a good option for their counterattack though.

Did you have revive on Natalie instead of Anna? And did you find that you were able to keep the tentacles suppressed by relying on limit breaks? I'm asking because, even with my relatively tanky setup, I was spending most of my time reviving and healing - if I'd used a more offensive build I'm not sure I would've survived if the build wasn't able to keep the tentacles dead. But I think if I could have reliably one-shot the tentacles with every character's limit break, I probably could've effectively kept them dead.

I did have revive on Natalie, and yes, I also spent most of my turns healing and reviving. About Lance though, Nitro Bomber would be better than Heavy Claw because Nitro Bomber has higher physical attack, and Oblivion is a physical Limit Break. And no, most of my Limit Breaks were not able to effectively keep all the tentacles dead. But I found that the Devourer uses very small range of elements: Fire (the swinging sword), Thunder (the yellow beams) and Poison, along with some non-elemental. I also found that the cause of us failing so many times is because of status effects. Equipping with items that provide resistance to Dispel, Curse, and especially Confuse will swing the battle into your favour.

I don't have a preference for Natalie's staff, but I like Gigavolt the best, since it can counter-attack and it is also Thunder. The tentacles are weak against Thunder. Plus, all of her Limit Breaks should be spent on 7th Heaven anyway. As for the Regal Turtle, I know that it provides that massive HP buff, but Earth's Whisper provides 100% resistance against Poison, which the boss uses frequently (especially the tentacles when you cut it off). It also has the magic attack penalty, which is going to severely reduce the effectiveness of Refresh, which is a very good healing spell (and Earth's Whisper can randomly cast Refresh)

Its generally a good idea to have Anna with full status increasing gear, this'll allow her Annihilate to kill all the tentacles and eyeballs (as long as you make sure to buff her accuracy). She can also then Stun the tentacles and eyeballs. You can also use the Doom Archer Build (where she has full status gear and the Fat Fly flair) to inflict instant death to anything with Bad Luck, which can make killing the tentacles/eyeballs much easier.

Make sure to use the Wise Mirror and Slime Bunny summons often for Regen and Bless, this'll make things significantly easier.

Also, the Bouncing Beams are Bomb elemental, see: https://epicbattlefantasy.fandom.com/wiki/The_Devourer

Ahh. I stand corrected

Also, you can equip Natalie with Casual Skirt/Sami Dress + Rubber D*ck + Elder's Wisdom - they will make her 7th Heaven buffs worth 100% (70% at max level +10% by each item with 'increases the effect of buff skill used' attribute). Plus, Elder's Wisdom can enchant targets by regular attack which can be used in combination with physical damage limitbreaks to double their damage. And Tr*force flair gave to her can make limit break recharge faster.
