Report a translation problem
Attempt no 1: I tried throwing Amber, Diamond, etc into the pond --> fail.
Attempt no 2: I tried throwing Lavender, Brush Heather, etc in --> fail.
Attempt no 3: I went up and toss a coin in the fountain (to gain more luck? ;P) After that, I went down for the 2nd time, clear all the rocks in the area, went fishing.. The legendary fish showed up instantly with a snail pace... ;D

So, here's what I can add.
Any storm in winter will work. I think Winter is only Snow/Not Snow, unlike other seasons which can have extra severe weather. I had flowers and gems in my inventory, at least 1 of each. I tossed a coin into the fountain.
Finally, I went to the mine and tried using Juicy bait. I would just catch regular fish. Occasionally, when I caught a Stone Loach, the fishing would end prematurely. I suspect it is a bug of some kind, but it's also possible that this is just when the game decides if you've caught a regular fish or the Amberjack.
Finally, the first time that I used Sinker Drops, only one fish appeared (it looks like a Stone Loach) and it was the Amberjack. You'll know that you caught it because the fishing will end, it will be uniquely named and Wake will show up afterwards.

The place where the Amberjack can be caught is a special fishing pool in the Mine. It will not show up unless it is storming/snowing, so if you aren't using that specific fishing pool you are not in the right spot.
