How to create a dedicated server?
Me and my friend wanted to play together (not on public server), but we don't know how to create a dedicated server :( Yes, we must launch dedicated server in steam, but we don't know how to connect to each other, because I/him don't see his/my server in friends and lan folders. We tried to add an server's ip, but "server is not responding" :(

The host needs to open/forward ports in the router first. You know how to do that?

Yeah, or search for a general port forwarding tutorial on Youtube.

You need to forward the right ports of course:

34747 - TCP (Thanks to Patrick and CurrPorts we know this port is important, too)
49632 - UDP (Thanks to Patrick and CurrPorts we know this port is important, too)
34697 - UDP (taken from multiplayer.ini)
34597 - UDP (taken from multiplayer.ini)
8766 - UDP (taken from multiplayer.ini)
27016 - UDP (taken from multiplayer.ini)
40001 - TCP (not sure if really needed, but doesn't hurt to forward them as well)
40002 - UDP (not sure if really needed, but doesn't hurt to forward them as well)

When you did this your friend should be able to join the server hosted by you.

Good luck.

Just to add to those last 2: My multiplayer wouldn't host at all until we had those last 2 ports forwarded.
