Doubt it, they are also dealing with the smaller ones..
If you still had ammo at the start of the chapter, just restart the chapter .. It's possible to cross the entire sawmp swamp if you want with only a couple of kills and the final fight that is ..
If you need to save ammo and willing to restart chapter:
- You can pretty much avoid all fights with the boss till the end. First time just stay our of his way, second time just run for the building instead of sticking around to fight. Maybe run around a bit for loot if you want, just dont let him catch you ;)
- At the ferry alarm area.. As soon as ya trigger the alarm, just leave the area. They come for the alarm, not for you. If you have to restart give them time to leave again, restart, leave the area..
- Pretty much avoid distubing wildlife and ya will hardly have to do a kill. If you get one coming for ya, see if ya can out run it, they usually dive back in the swamp then.

Carrying a Tihar/Bast*ard would cure many aliments your're having.
You dont have fire a single round during swamp levels, before encountering boss at very end. RHC Metro is not a mainstream shooter where a player can let loose with massive amounts. Resources are meant to be scarce; even more so in RHC.
Metro presents to a player many different choices; how to appoach what's around you. Granted, they're some areas where gunplay is required, yet with right weaponary- gun play becomes much more tactical rather then re-active.
Even if you did take out all Bandits, shoot at shrimps/demon/watchers you'll have ammo left for boss, if you explore. Changing weapon caliber can help if you know your low on ammo. Also learn the weapon amounts, so you can reload with knowledge of what's remaining in you're ammo holds having no HUD.
You can leave Venice with little resources and go through swamp levels without firing a shot, all the while, finding caches, you'll walk into boss fight with Max amount of ammo/explosives- if you investigate all areas.
Sundown & Nightfall are meant to be explored, both levels have many ammo/secondary caches scattered around, random places; very few are in plain sight. Look in trucks and in corners( building foundations). Explore all areas near buildings. Go off the beaten path.
When boss battle begins( after you're been knocked off log), drop two claymores, he'll trigger them, douse with fire, shoot.
3 or 4 claymores(can be found all over swamp, some in plain sight) 2 or 3 fire bombs ( many are around-two are waiting for you at boss section) and 20 to 30 direct hits( Non protected areas) and you'll move on.
Listen/watch boss becoming weaker. Boss will feign injuries to lure close then kill you with two power hits if you allow him too close.
You'll have more ammo problems during future levels if weaponary is re-active rather then pro-active.
Took a while, but by god, I ♥♥♥♥♥♥ did it.
If needed replay the level. There are a ton of stashes. Did you go to the building on the left after the parking lot where the level starts? There are about 4 stashes in there and NVG's. Did you go to the wrecked mall before the boss fight? There are a bunch of stashes in there, and I think a free ak.
You could even go back to the level before that, where you exit the station for the swamp. If you have an ak variant (kalash 2012, rpk, etc) you can always shoot mgr (money). There is a free one in the swamp in a stash near the gas station. If you're careful and competent you can finish the level with more ammo and equipment than you started with because there is so much stuff lying around.
You should have over 1,000 mgr by this point in the game. More than enough ammo for anything.
