Have you gone through part of the library? You know where that hole is on the side of the bulding? And it has a little ramp leading down into a small court yard looking thing? looking from the top, walk down the ramp and head straight for a gate, you should see a dim glow around the traffic light.

Then, if you want, run back to base to save. :-) It's kind of hard to explain where it's located, but if you still can't find it with my short walkthrough, try looking up a video on Youtube. Maybe someone will have the location of it so you can see what it looks like.

It's outside in a radioactive area, the one that you first reach after fighting the Demon in the Library.

Its outside of the radioactive area attached to a wall, its the one outside area you reach when you are halfway through the library and you can go outside down the rubble.
