motion blur disaster or low fps problem ?

I can't play the game because either the motion blur completely snaps out or the game fps slips below 10
Less than 10% utilization of CPU and GPU
benchmark shows me an average of 150 fps... but in the game itself I'm just at the beginning of the mission "A Friend"
but it's like a slide show and it looks so bad and so laggy that you can't play a game like that... does the engine have problems with AMD hardware or what's going on?
