(Why different systems? Well, we have over 800,000 accounts in the forum, some dating back to 2007, and it was implausible to import them all into the new game account system. And the game accounts is also one of our few anti-piracy measures.)
You can definitely be logged into both the game and the forum at the same time.
In multiplayer, press the C key to open the chat panel for typing. (I know that the Enter key is now standard for that, but we've kept the original key binding. We did recently try to add Enter as an alternate key, but we already have Enter hooked up to close the various mission popups, and that got messy due to the legacy UI system in WQ. 2.7. We should be able to make that work better in WQ3.)
