From there, just drag the listed fleet at the top left onto the colored territory wedges. Defense items are listed along the bottom the the screen and just click and drag them to place them in a similar way.
You can't place fleets/platforms in territory you don't control. Also, the numbers inside the wedges are how many satillite platforms you can place in that wedge. Finally, any system that doesn't have an upgraded naval station can only place 3 CP worth of defense items. A drone sattelite for example costs 1 CP, a system defense boat costs 3 CP, minefields cost 2 CP and asteroid monitors cost 6 CP.
Torpedo platforms: research of the same name in Engineering tree after Deep Space Const.
Heavy Missile platforms: research Heavy Ship Missiles in the Warhead tree after Planetary.
Battlerider platforms: need to have researched Battle Riders as well as Deep Space Hangers.
Asteroid Monitors: unlocks after you have Deep Space Hangars and a Heavy Ship missile researched.
Police Cutters: research FTL Economy in Politcal Science tree.
System Defense Boats: research Reflective Coating, Impoved version, and Stealth Armor in Industry tree. Finally, you must then research Stealthed Structures in the Rider tree.
You also forgot the sensor platform, but it's the weakest one anyways. Needs Scanning Satellitse tech, which comes after Advanced Sensors.
Why should the AI oblige you by slowing down and engaging your ships when their true objective is the planet?
If you want to slow down an enemy fleet you should intercept it away from your planet so he won't have time to get there in normal time.
I also noticed that once I intercept the AI fleet and draw it to a brawl the AI tend to focus on me.

Trying to beeline for the planets is my tactic against the AI as well and recently the AI has gotten pretty decent in intercepting my fleet. Few times I've had to even break off or lose my assault shuttle carriers in the gauntlet and many times more they have kept me reaching the planet on that turn.
