same problem with windows 10. What steam and paradox are waiting for correcting this essential problem???

Same problem with Windows 10. It used to work. The problem doesn't occur when using the integrated graphics of the Intel CPU, so maybe using an older driver for the AMD card would solve the problem.
Same problem here on Windows 10 (64).

I run the game on Windows 10 fine but I run it in compatabilty mode as means to help it run way better.

I know this is a very late reply, but if anyone else has a similar problem, try this. Right click on the exe file > Properties > Compatability > Select reduced color mode 16 bit

if it is same ploblem i came across , please test compatibility mode(probably another name)
right click game's exe file and choose property ,after that you will find
game's exe file is in the file [windows(C:) program files(x86) , Steam , steamapps , common , (gamename you want to play)

if you can't play this way , i don't have more information , so i can't help you

I know this is a bit of an old issue but I was able to resolve this issue by renaming `avi` folder into `avi_back`. I found this solution on an old post in the victoria forum so it's not clear where I get this information. After you've changed the name of the folder, an intro video will be skipped and you'll be able to play the game as normal.
