Level 25 gear

Where do I find level 25 gear? I'm getting my behind kicked in Arcangrove, and partially kicked in Yokai Island, because all my armors are outdated. The only thing that seems to be updated is my weapon.
My weapon has 520 power, while most of my gear has 420~440.

Underworld arena of souls questing -- can take awhile to finish them but if you can find people running it it's probably the best set at level 25.

Frostvale and frostlorn castle is another option.

Or just push to 27 and power through the arcangrove quest line for the easy level 27 set.

I guess Underworld is the option for me right now, I'll try getting the set then.
