It works the same way as AE's other games: any currency you purchase is bound to the character you choose/have (in this case, your AQ3D character). If you delete the character, everything on that character that's not account-bound will be deleted as well, and you won't be refunded for any gems that are lost in the process.
Odd policy, I think every other game I've played that have a special currency for sale for real money, had that currency account wide.

Okay, if you say so... I've played a lot of games in the past couple years alone and I can't recall encountering a game where Real Money Currency was bound to a character instead of the account... but we likely just play different games.
Some of the recent ones off the top of my heard that I have played that do have account bound real money currency are...
GW2, Elder Scrolls Online, Path of Exile, Rift, Riders of Icarus, Neverwinter, Vindictus, Secret World, Blade and Soul, ArcheAge, Marvel Heroes, Rappelz, Tera, Aion, WarFrame, DC Universe Online, Lord of The Rings Online, WildStar...
and I'm sure there are more that I can't recall right off hand, or ones that I do recall playing but cannot recall for sure if they had account bound real money currency like all the others did.
Bank Vaults are on a per-character basis only, however inventory size upgrades via Kickstarter and Guardian/Collector's Guardian will transfer.
The one-time potion upgrade (999 potions) during Closed Beta will not transfer.
